40lane CPU but GPU PCIe running only in 16/8/8

I have an X99 board with 5960x. Recently I added a 3rd GPU to it cos it was a cheap 2nd hand sale. According to ASUS's manual, all 4 slots should run at 16/16/16/16 but now I'm running at 16/8/8/1.

I have 3 GTX980 in the top 3 slots and an Avermedia capture card in the last slot. I thought everything should run in 16/16/16/1 instead of what is happening currently. Am I doing something worng?

3 x 16lanes would be 48 lanes not including the capture card, the GPU's running in 16/8/8 would be the correct setup.

It literally does not matter, a GPU can't even use 8 lanes of bandwidth.
