This is insane. I'm not getting any BSODs, I'm not seeing any flag in the Event Viewer for hardware error, my PSU is rock solid on voltages, every connector has been triple checked for a good seat. and this isn't even durring intensive processes! I'm sitting here watching the twitch stream for LTT live, i quit chrome, i walk away and suddenly BOOM! lights out! CPU temps are WELL under control.

What can I monitor, or what can i test that would show me what occurs milliseconds before this random event takes place?

Event viewer shows ALL events, not just errors.

Go through all the items and find the one for the most recent shutdown and it will tell you the reason.
