Power Cycling No Post

Anyone have an idea what could cause power cycling on a Asrock Fatality Z87 board with a 4770K, it would power up and them immediately turn off. I've tried going through and trying to post with the bare minimum a PSU, CPU and one stick of RAM, switched dual BIOS's, clear CMO's changed the PSU and such but still nothing. I'm thinking it may be a dead board but throw out some ideas if someone has any.

I tried doing a quick check with the CPU to see if it died by trying to cycle the system on without the CPU power but it still power cycled. The system worked previously so I am not sure why that occurred.
