CSGO won't launch

I tried restarting and verifying the game files. Each time I got this error

My client is up to date as well, I checked.

If steam is in fact up to date then you tried verifying your game cache?

Do you have any back ground task thats causing it? I know when I had Msi Riva Tuner on i couldnt start any source games

Maybe a security software is preventing Steam or CS:GO from connecting to the internet.
