Do I need a new psu?

I've recently installed AMD RX460 2GB windforce edition( http://www.gigabyte.com/products/product-page.aspx?pid=5989#kf ) into my Dell OptiPlex 790.( https://www.cnet.com/products/dell-optiplex-790/specs/

 

It comes with a 265W psu by default and I've been facing a few problems ever since i installed the new gpu. I have checked the gpu on another computer and it works perfectly fine. However, I'm facing issues like game crashes, unplayable gameplay due to rapid frame drops and random screen black out for a few seconds. But when I'm continuously moving my mouse, it works okay with few frame drops and when I stop moving the mouse, it goes terrible again. First I thought it was a gpu driver issue and clean re-installed it, no diffrence. I wiped and installed Windows 10 again, installed the driver, but still i was facing the same problem. Once or twice my computer just shut down with the power LED on. So my questions are:

 

•Do i need a new/better psu?

•If I do need a new psu, which one should i go for?

•Is it something else than psu? If so, what could it be?

RX460s are definitely not power hungry by any stretch of the imagination and the minimum recommended PSU output spec is so that AMD can cover their ass in the event you power the GPU with a super low-end explosive unit.

It could potentially be a PSU issue. If the GPU works fine in another system then it might be time to get a better PSU. Though many Dell Optiplex servers use really good Delta PSUs you may have a shitty one. 

My account is almost entirely dormant. Hope you all are having a grand time. Many years of fun were had here.

The thing is that most of these Dell Deltas like to play the trick of getting all of their wattage rating from high output current ratings on the 5V rail and practically nothing on the 12V rail. I remember having one "350W" that could do a whopping 30A on the 5V rail (as much as the AX1500!) but only 12A on the 12V -.-

 

Useful if you want to charge a lot of phones from your PC at once, not if you want to upgrade the GPU.

Thanks! I will look forward to it. But the thing that bugs my mind is that how does it works fine if i keep moving my mouse? Its just super weird.

That is incorrect. It is not power hungry by any means.

The highest power consumption rating that reviews have encountered is 160W. One hundred and sixty. For the ENTIRE system, with an overclocked high-end CPU. 

 

Your PSU should definitely be able to handle it.

How can i take this test? I'd want to see how much power does it consume on my PC.

Hmm, I believe you are either confusing the multi-rail specs since ~12A is typical rating for +12V1 on lower wattage Dell units that's 300~350w or have seen quite a few Delta-build, Dell PSUs that's from ATX 1.3 era which explains the high 5V rating.

Nope it was a single rail PSU, I believe from a P4 or Celeron D system.

If it's indeed a single rail, then the rating you had seen has closely matches the ATX12V 1.1 standard where the 12V has a rating of 0-12A max with a 5V rating of up to 30A on a 300w. If that's the case, these Delta build Dells aren't playing a trick - just following the standard of the time. They should be more appropriately rated now (maybe slightly lower on the 12V than retail, budget models).
