Game (R6S) not using full GPU power

I have an nvidia 940m with 2GB of VRAM.  For some reason my game only uses 1GB instead of 2.  Is there a way for me to force it to use the full capacity? I have a screenshot of it in game.

Bumping up graphic setting allows it to use more vram. Doesnt mean itll perform better though.

What does not make sense to me is that when I turn it up to 1080p it says it only needs to have 989MB but I drop to 30 fps.

The core and VRAM are working as much as they're needed.
