Write Code to Suspend and Resume a task in the Resource Monitor

Hello! I don't know how to script and such, but i'm wondering if there's a way to make a script in Notepad/Notepad++, so that when I press it to start, is suspends GTA.exe, have it suspended for 5-10sec and then resumes it again? Like you would do using the Resource Monitor.

I use this to get empty Public Sessions in GTA V, but im interesred in coding and such so I thought that maybe its possible to have a script do all this for me?
