Id try for a new GPU his 500w got plenty of options like a 1050 Ti and 2 more sticks of 2gb each ram for a total of 4 sticks of 2gb ram in total of 8gb

this is the only thing in the budget that improves a lot the overal performance

Yeah this is a tricky one. He could get a rx 460 for about $100. but the board only supports PCIE 2.0 so I don't know if this will effect the speed of the GPU.

It is an old gen i5 but it is still capable. It's not a pentium or celeron of previous century

to some extent it still would because of the mobo

A used R9 280x and a 4/8GB kit of RAM. should be like $120 used.

His BIG issue is his GPU for sure. After he gets a new one I would ask him to save up for a new Mobo/CPU/Ram from Skylake/Kabylake or Ryzen and a higher quality PSU. Maybe more storage aswell like a 240GB SSD

PCIe 2.0 is plenty for even up to a 980Ti. PCIe bandwidth is far ahead of what we have.
