If it impedes your ability to respond in time and makes games feel laggy even though they aren't, then yes this is a bad thing.

A society's accepted views of the world surrounding said society is both the making and undoing of society itself.

Response time has nothing to do with lag/delay. It can cause ghosting (kind of similar to motion blur). You're likely thinking of input delay, which is something different.

Where did you get the 32ms number from?

If we're talking about gray-to-gray response time then it's A LOT.

If we're talking about input lag then 32 is still quite a lot, but not too terrible (10-15 is normal).

It's basically the equivalent of adding 32ms to your ping while gaming online. If you've ever played games online it is advantageous to have lower ping but you can still play with higher ping. This is if we are talking about input lag.

I can tell you that, personally, I wouldn't touch anything unless it has 5ms or lower. However, your monitor is not bad just because it has that response time. What is the monitor model?

32ms? that's so much compared to what they have been selling the past 3 years, it should be at least the half of it... unless you play CS:GO and/or similar not that much of an issue I'd say
