Having my PC in a way it works for both my bedroom tv and desk was the best thing I ever done, I don't even have normal tv cables fully use the PC for everything :D

Go with a 6700K, Z170 650W 240GB 8GB

Gaming PC means GPU and a 6700k alone takes over half the budget.

I would go with a 1050 Ti or 1060 6GB for ultra 1080.

 

Also, red team RX 470 and 480 are good as well.

Instead get a 6500 because you won't need the hypertreadiNg with a HTPC and there is no need to overclock with a mini ITX, you just won't have the cooling, plus you can save lots of money by not getting z170, you could prob get a 1060 for that price also but it won't game at 4k

For 1080p a 1050ti or 1060 would be good, but for 4k you would need a 1070 at least and that is way out of your budget

So a non-z170 itx motherboard 8gb ram 6600 not a K version , either a 1050ti or 1060 for 1080p gaming on a 40 inch t.v
