The DMI uses 2.0 not 3.0. The lanes won't convert to 3.0, though it would make less of an impact than you'd think.

Add-in cards will run at a multiple of 2. So 1x, 2x, 4x, 8x or 16x. There is no 15x.

If you're using PCIe3.0 then 8x is fine for graphics cards. If you're running with PCIe2.0 then 8x isn't enough for the higher end cards and you'll see a degradation of performance.
