Will a fan hub allow me to run fans below 60%?

A fan hub will only expand the number of connections and not change the speed of the fans as the controller is responsible for that. It sounds like your fans are your limiting factor not being able to start at less than 60%, but just to make sure check your BIOS to ensure the headers are set up as DC voltage control for 3 pin fans and PWM for 4 pins respectively.

Thanks so much. I checked it before and believe the bios is on the correct setting ( i'll  double check). I'll just leave the fans connected to the MB since I only have 3. Thanks a lot, I appreciate it.

I wonder, if I set the control respectively on the BIOS, will that allow me to control fans using PWM on speedfan? Speedfan more or less takes over for the mobo, but maybe it doesn't override that option.

No I don't believe Speed fan can override that it only change change the settings on a particular header as it's was setup for in the BIOS. You will want to make sure it's setup correctly or 3 pin fans on PWM will just run full blast.
