Setting up a super ghetto security system

Alright so I got a dog and I would look at a way to watch him when im not in the room/house (99% sure he has separation Anxiety). I have a laptop and a webcam that I can use. Are there any programs that would let me bring up that camera on my phone and laptop? I would prefer not to use remote desktop stuff but I can

everything else is a bit skechy

you could use some kind of dvr software and then open a port on your router (OUCH) and then access it from where ever 

but pls dont do that its an it security nightmare

or set up a VPN and then access the dvr software

you could just set up twitch to stream it to a twitch account. easiest solution there is.

OP: There are plenty of security programs for windows that let you access it the cameras over the internet.

 

Here's an app for iphone to monitor webcam feeds.

I agree, this seems like the route i'd take. 
It has the added benefit of possibly even building up a fan base of weirdos who like to watch your dog kick it.
maybe even make some ad revenue!

A wireless network camera is a good option for your needs or a network one. The pan and tile gives you greater control and wider range of view.

Use a VPN and you're good to go. No need to expose your cameras to the outside world.

If the camera supports RTMP you can use NGINX (even on windows) to utilise the input stream to a simple HTTP/HTTPS page.

Find out if the camera is RTMP capable, if so I will provide more info.
