2x GTX 980ti's horrible on 4K

I have two 980ti's water cooled by a custom loop and decently overclocked but for some reason, whenever I play any game at 4K (or the only resolution I've tried) I always get horrible FPS unless I put the settings all the way low. Is this normal? I used to get decent FPS at 4K but now it's just gone to shit. Any suggestions?

The last time I get decent FPS was almost a year ago. I cant now since it won't run current games properly. BTW I have an i7 5820K, and 48GB of RAM

What have you changed in the last year besides drivers?

BTW please define "decent" vs bad FPS for your rig 

like "i used to get 600fps in csgo but now only 300" or whatever

I've added more memory and I watercooled. But the temps are all good and even without the overclocks it doesn't make a difference. Thats about it...  also I updated to windows 10. Could that be the issue?

What games? Witcher 3 maxed out and crysis 3 will still rape two 980ti's it takes two 1080's minimum to run witcher 3 or crysis maxed out at 4k 60fps.

Decent is 60, and low is around 15-30

Use DDU uninstaller and do a driver reinstall. Make sure that the temps are okay.

BF1 you should be getting 60fps in 4k maxed out with two 980ti's. What cpu do you use? Also BO3 may or may not have sli profiles. If they dont you should be able to hit 60fps but not all the time with a 980ti as it takes a 1080 to lock 60fps always maxed out in that game. aNy other games you notice the low fps? What settings and what fps range?

A single 980ti will do BO3 at 4K native with no AA. Drop it down to 90% render and its 60fps all day long.

Do a steam cache check? Reinstall it? Have you tried with a different OS just to make sure?

But it doesn't work with games from origin either. It's all games

Sounds like a driver issue. Reinstall the drivers with DDU. Also make sure they are clocking up high enough.

I think I figured out whats happening. My GPU clock wont go up fully. Its maxing out around 600 mhz. WHY why the f this happening?

 idk, maybe need a new b ridge or something

Try each card, individually, without SLI. See if both perform similarly. If they do, its an SLI issue. If they BOTH do bad, it's a driver issue. If only one does bad, it's probably a physical issue (worst case )

the problem is I can't take the cards out. They're in a custom loop. AGHHHHH WHY
