I have a x4 860k and it is overclocked to 4ghz with a cm hyper 212x on a asrock fm2a88x extreme4+ motherboard.

Under full load it gets to about 65-68 degrees celsius/150 fahrenheit.

Every time i do a test it classifys it as a 3.7ghz processor and sometimes as a 3.5ghz processor.

At that moment the clockspeeds in hardwaremonitor go down to.

What is going on here and how can i solve it?

When doing nothing, it's common for a CPU to go lower in frequency as to conserve energy. If your CPU does this in a benchmark/stresstest too, it might mean your CPU is thermal throttling. The recommend temperature on Athlon CPU's is not super high, I believe AMD has their overdrive program which can give more info on your CPU and its temperature and speed and stuff because performance is not always the same on all CPU's.
