Use? Dual vs quad doesn't mean much. A high clocked dual will be faster than a low clocked quad core.

 

You can get micro's with 8 cores for less than 10 bucks. You can also get quad core arm chips for that price.

 

For x86, cheapest is probably a j1900 or 3850, cheapest good is a i5 6500.

Cheapest quad core? A Raspberry  Pi 3... you even get RAM, wireless, and IO with that!

 

"Quad-core" means pretty much nothing at all. There are plenty of quad-cores that will get absolutely blown out of the water by a modern single or dual core. 

 

What is the specific use and budget? The "cheapest" is almost always to go on Craigslist or eBay. You should be able to get older x86 quad-core CPUs for $25 or so.

Having issues with a Corsair AIO? Possible fix here:

Are you getting weird fan behavior, speed fluctuations, and/or other issues with Link?

Are you running AIDA64, HWinfo, CAM, or HWmonitor? (ASUS suite & other monitoring software often have the same issue.)

Corsair Link has problems with some monitoring software so you may have to change some settings to get them to work smoothly.

-For AIDA64: First make sure you have the newest update installed, then, go to Preferences>Stability and make sure the "Corsair Link sensor support" box is checked and make sure the "Asetek LC sensor support" box is UNchecked.

-For HWinfo: manually disable all monitoring of the AIO sensors/components.

-For others: Disable any monitoring of Corsair AIO sensors.

That should fix the fan issue for some Corsair AIOs (H80i GT/v2, H110i GTX/H115i, H100i GTX and others made by Asetek). The problem is bad coding in Link that fights for AIO control with other programs. You can test if this worked by setting the fan speed in Link to 100%, if it doesn't fluctuate you are set and can change the curve to whatever. If that doesn't work or you're still having other issues then you probably still have a monitoring software interfering with the AIO/Link communications, find what it is and disable it.

You can model on almost anything these days.

 

I have made some complex scenes on a macbook air that ran just fine in maya.

3d modeling in and of itself isn't that cpu intensive whereas 3d rendering is something that can be scaled with more cores very well. 

Also, modelling isn't necessary for animating since you will usually start with premade models and rigs.

yes i do but i only have a weak laptop

The lack of ram is probably your issue there. A proper graphics solution with more memory will also be helpful if you're make high-poly models.

It will usually work but there are cases where the iGPU ends up not being enough and choking up when modelling or animating in programs like maya. It's best to get a dedicated graphics solution if possible if you're going to be dealing with a variety of programs.
