I recently upgraded my Gpu from an old R7 250 to an Asus Dual GTX1060 and I was surprised at the lack of improvement. I only get around 51 fps average on CS:GO at max settings with tons of micro stutters. On Rainbow 6 Siege, I have everything at ultra at 1080p, and I get a very consistent 115 fps (which I don't understand at all because I would think it's a lot more demanding than CS:GO). On Mx Simulator it constantly jumps around between 23-160 fps at medium settings. If I bump all the graphics settings up all the way, it stays around 50 some fps. On my second monitor I have GPU Tweak open and at most I'm using 18% Vram on all games and the temp stays under 35 degrees. I have an Fx-8350, which I didn't think would cause the performance throttling, but I'm not sure. I have driver version 375.70 installed which I read was the last good update. I have no clue whats going on, any suggestions?

Did you use DDU to uninstall the AMD Driver? If not, do so and reinstall the NVidia Driver.

This is a software issue.  I'd highly recommend making sure all your software is right.

Please spend as much time writing your question, as you want me to spend responding to it.  Take some time, and explain your issue, please!

DDU helped in countless cases for that matter. We talk about Windows and Registzry Keys. It doesnt matter if the Card is installed or not to cause Problems

It might, Its generally good practice to uninstall your drivers before installing a new card, and I seem to recall Nvidia not playing nice with systems it detects with AMD/ATi Drivers.
... - Though that might have been a PhysX thing back in the day, when you could actually run an ATi card, and use the Nvidia just for PhysX...

EDIT: Actually it could very well still load if the Motherboard has onboard graphics, and that wasn't outright disabled.

Thats your problem

8350 is an old but not THAT bad processor. Paired with a 1080 at 1440p gives very decent framerates with demanding games, so I don't think it will have a big problem with the 1060. PLS don't bash on any company for no reason!!
