Yea but when in windows his cpu sensors read normal so whats going on there?

UPDATE!

Downloaded a program ,after 7 hours of troubleshooting everything with a tech friend, called throttlestop. Boom. The pc runs like brand new.. Heroes of the storm fps is up to 120fps and everything other game is running way above 60!

if the thermal sensor is saying your cpu is at 127C then it would send info saying, hey this thing is really hot can you slow it down until its not going to fry eggs. the cpu would then throttle until it comes down in temperature, if the cpu doesn't do so (or possibly in this case the thermal sensor gives a reading saying it hasn't) it will continue to throttle... hard...

Yea but when in windows his cpu sensors read normal so whats going on there?

Could this actually throttling things this bad?

As I said in my post you just quoted, yes this is what is throttling your CPU. The temp sensor inside the cpu is shot and that means the cpu itself needs to be replaced. Sorry for the bad news.

EDIT, didn't read the rest of the unread messages before reposting. Glad to hear its doing well!

Second edit: This program may be helping you, but it is only masking the actual problem. If your CPU is still under warranty, get it replaced! If not, then you've got nothing to lose I guess...

When in doubt, re-format.

If Dago used ThrottleStop to disable BD PROCHOT, this problem has nothing to do with the CPU.  When a sensor goes bad, usually on the motherboard, it will send a signal to the CPU via the BD PROCHOT line.  BD PROCHOT stands for bi-directional processor hot.  That means sensors external to the CPU can signal the CPU and force it to throttle just the same as if the processor was too hot.  In this case, the processor is fine.  Disabling the BD PROCHOT signals from reaching the CPU allows the CPU to instantly start running at full speed again.  Common problem and very difficult to diagnose if you have never heard of this problem before.  Disabling BD PROCHOT will not interfere with the CPU throttling if it ever gets too hot.  BD PROCHOT and PROCHOT when the processor gets too hot are two completely different things.

127 is the maximum positive number that an 8 bit register can hold.  2^7 - 1 = 127.  When software cannot read a sensor or if a sensor does not exist, it is not unusual for it to show this number.  It is a meaningless number and should be ignored.
