I only see RAM slot and CPU slot but not PCIE 16 slot :(

Not really 

The thing you linked doesn't even have a slot for a decent graphics card.

You can certainly get a new PSU but the problem here is the motherboard will not support it as any dedicated graphics card usually have pcie x 16 connections with the motherboard and yours has none
