A 980Ti for $250 is a steal. Which OEM are we talking about? Mind you 75 is not really that high for that card.

75C is fine for gpus. there was a time where both were fine with 90C that then got turned down to 80 on most new cards

If it's not running that hot for you, nothing to worry about.

What you can do (and what I would do) is run a benchmark (like 3DMark or Unigine) and leave it for some time, like an hour, and see what you'll end up with.
