Computer specs for 3D animation and rendering? Just enough to get the job done. 

for example i have a 2.0 ghz laptop and 4 ram. Its not enough

What are you looking to spend? X99 platform is great for workstations, however it isn't cheap (My gaming PC in signature is great for rendering and stuff)

If your serious about it, the best bang for your buck would have to be a used workstation and a new GPU added in.

 

Most of these workstations have high quality PSUs so you don't have to worry about that... most of the time.  Getting 10+ real cores (with hyper threading) in a system for $500 is the best way to go.
