An Asrock H97m pro 4 would be H97, not Z97 :P

You'd have to get a new mobo that actually uses Z97 in order to overclock

Edit: the 4790k doesn't suck at all, but if you're comparing it to the Skylake 6700k then it is a bit lesser. I don't think it's worthwhile for you to get a new mobo and RAM just for Skylake, though.

I did troubleshoot a bit. If I increase the graphical settings it puts the GPU usage at 60-70% which decreases strain on the CPU. But it still remains at 95-100% usage. I did look at the requirements for BF1 and apparently I am way below requirements!!

Unless you're overclocking, the 6700K isn't worth an entire platform upgrade over the 4790K. When it comes to overclocking, the benefit is that it seems that the 6700K doesn't take as much in order to keep it in a happy temperature range.

I am not an expert when it comes to bottlenecking though. 

But I remembered someone said the newest gen is just 4-5% faster than the last gen haswell chip. 

To me it is never worth it. I am using a i7 4770. And I play games like witcher 3 at 1440p using my GTX780. 

 

Do not jump to conclusion you need to buy a new mobo, new set of ram, new cpu.

Hear what other people say. 

If it is not broken, let's fix till it is.

I don't really agree with the whole marketing conspiracy thing, but yeah, no reason to always be latest gen.

That being said, if I were to build something completely fresh I would highly suggest Skylake.

Yeah. Agree. If you wanna build a new pc, you should only consider the latest gen. 

Edit: Cos all those old parts (ddr3 ram, old motherboard especially) is gonna become obsolete super fast, a lot sooner than you think.

An I5-4460 should have no problem pushing a 1060 to 90-99% usage in almost every game, clearly there is another issue going on that needs to be solved before you buy anything. A CPU upgrade likely wont help much unless you have several intensive background applications running,
