So I rented a movie off of iTunes on my phone but I want it on my computer, but when I try to look for it on many pc it's not available to download anywhere. How do I download it on my pc

Renting != owning...?

You don't get the file if you rent the movie- you just get to stream it.

I downloaded t on my phone I'd assume it was the same process for pc. 

 

How do do I stream it then?

If you rent on one device you can only use it on that device I belive. So if you start with IOS it stays IOS (maybe you can use an iPad) but that would be all.
