a hyper 212 will be good, but will only get you so far.
AIO coolers are good, depending on what one you get.
I myself use a h105, put the fans on low until about 60c and then they kick in, which is pretty much never.

What cpu are you cooling? 

Where are you shopping/located? Budget?

The 212 Evo performs similarly or better than some 120mm AIO's depending on the scenario and the AIO's in question.

Doesn't apply to low end, but I just posted some results switching from H115 to Nocuta D15.

Small AIO is only realistic option if A] you are for the looks B] have limitations on cooler size/height. Otherwise they are overpriced for the performance and make much more noise than air cooler of same performance.
