Maybe, maybe not. The Galaxy S4, iirc, didn't support OTG all that well. It also depends on how much power the M2 draws. I know I can run a dragonfly 1.2 on my S7 (half the time), but it would draw way too much power to be supported on something like an iphone. 

 

Honestly though, it's not like an OTG cable is that expensive. I would buy one and try it out.

Or make your own cable, 1 USB connected to phone, only data pins connected, 1 USB to battery bank, only power pins connected, then both connected to the DAC/amp

Depends on the device, but yes. You might have to have power running from the phone as well, but you can definitely take the load off the phone by running power to a battery bank. I have a couple of those cables at home.
