From seeing how many issues the WAN show has every week, I don't think a certification is necessary - the task appears to be inherently difficult enough to keep those of lesser will out of the business xD

the people that stream huge tournaments are mostly professional camera operators and there is an boot behind the scenes with a director that appoints which screen goes live and which goes off screen. it's more the type of job that you study for or just roll into.
