If it is a good product and has not been abused, then yes. Even if it were to actually fail, a good PSU would do so graciously, without damaging any other components. Usually.

You could always get an oscilloscope and look at the wave forms to make sure they're clean.

PSUs from reputable brands have anywhere from 6-12 years of expected life in them. Though they might be unable to support the super low power states of today, I have an FSP power supply from 2008 that did not function with my Haswell build, but it works on other systems.

Some lower end and OEM series from Seasonic use capacitors that aren't their usual Japanese high end capacitors, but they're generally good enough (Taicon and Teapo and OST and very rarely Su'scon, in the less important places like filtering the -12v line which is basically not used in modern computers .. see example here: http://www.jonnyguru.com/forums/showthread.php?t=7944 ) and the designs the Seasonic engineers produce aren't know for killing capacitors with heat.

 

With anything used, you should open the power supply and do a visual inspection. If they're Japanese capacitors (Nichicon, United Chemicon, Rubycon etc) then if they don't look swollen at the top or leaking from the bottom they're probably fine and they're gonna last a long time. 

If they're other brands, it would be worth checking some of the critical capacitors with an ESR meter but when it comes to Seasonic I'd be ok with just treating them like before.

Seasonic generally also uses good fans, but if the power supply is more than 4-5 years old, I'd make sure the fan is still working fine. 

 

I'd say the same thing about Delta power supplies, which generally does good power supplies.
