ipconfig window keeps popping every 30s !!!!!!

hey there ,

today since i started my laptop a black window which at first looked like cmd kept popping frequently . At first i was terrified thinking that it was a virus or something similar .

So i started screen capture software  and found out that the window read "C:\WINDOWS\system32\ipconfig.exe"(check the image) . What is it ? And why is it happening? Is it something serious? How do i fix it??

Please help because its freaking me out !!

No, its not serious. Ipconfig is a windows tool that prints out all network data to the console. It closes automatically when its finished. I dont know why its being called every 30 seconds though.

EDIT - Did some more research, seems like its a bad windows install. Follow theses instuctions to fix -
