My dad, for some reason, changed the damn computer language to Korean. I can barely understand  anything in Korean. The dates, files, notifications, are all damn Korean. So I try to change the language by going to Control Panel, Languages. For some reason, it always freezes when I click it. Someone please help. At this point I can't even use my computer anymore.

Reboot in safe mode,
See if you can change the language then

Press F8 while the PC is booting and it brings up advanced boot options, go safe mode, try and change language.

Should prevent crashing

Try opening powershell by copying and pasting the following code into search box after pressing the start button. Press enter to execute it.

%SystemRoot%\system32\WindowsPowerShell\v1.0\powershell.exe

It will open a MS-DOS like window (It's blue on background), wait until you see a line that begins with "PS" 

Type the following:

Set-WinSystemLocale en-US
