As for 4K video playback, at a reasonable bitrate it can play back 4K resolution videos (easily). Upscaling is not super useful though. Sure, it can play a 1080p game and display it fullscreen on a 4K screen, but it will still look like a 1080p game.

Upscaling is dependent on your monitor and its settings. You need a 4K monitor (obviously) but you can send it a 1080p signal and either have the GPU or the display upscale it.

 

It won't look prettier though.
