I am currently looking into getting a new monitor, and wanted to know whether it should be Freesync or IPS. They are both around the same price of $120, and getting a monitor with both is too much for me. The graphics cards I'm looking into are the RX 480 and GTX 1060. My options are: Freesync and RX 480, IPS and RX 480, or IPS and GTX 1060? Or should I get a cheaper card to go with the FX-8320 I got on sale, such as a RX 470 or R9 380?

As much as you can get for as little of a price

Regardless for 1080p, IPS and 1060 6GB all the way

For your monitor question, you can get IPS freesync monitors for $140~ give or take in the land of the Brits so I don't see why you couldn't get one for $120 in Murica (especially how prices are higher in the UK)

I would go IPS with RX 480.

If we're talking about cards at the $200-$300 price point, go no lower than 4 GB. You're already not getting quite as good of a deal at 4 GB as you can with 6 or 8 GB.

What display you get depends on what you want. IPS panels have better color representation and don't suffer from viewing angle issues like TN panels would, giving you better picture quality. A TN panel isn't bad at all with color representation, but the difference can be pretty apparent. The 6 GB 1060 is the best card you can get at the $200-$300 range with only a few exceptions, even on DX12/Vulkan games (though AMD gives the best value here by far), but it's also the most expensive card, where the RX 480 and RX 470 isn't that far off.

RX480 8GB cards tend to cost quite a lot more than 1060 6GB cards because they are not available at MSRP (except for the really shitty PowerColor ones)

That depends on the country (but this doesn't apply as OP is in Murica) :P 

 

For example, a custom rx480 costs the same (okay, maybe $5 more once converted) than the cheapest reference board, custom cooler 1060s in the UK so... :P

If your patient, you can find an 8 GB RX 480 just over MSRP (you may need to wait though... which sucks), but you're definitely right here, and that's really a pretty big problem with pretty much all of the AMD mid-ranged cards at the moment. The best deal I can find is a Gigabyte card that's selling for $240, but only at SuperBiiz, and it's unfortunately a reference cooler (it's also selling for the low, low price of $350 at Amazon because why not). $200 for a 4 GB RX 470 is preposterous.

 

Meanwhile, Asus, MSI, EVGA, Gigabyte, Zotac, and PNY are selling their 6 GB 1060s for at or slightly over $250, and all of them have custom coolers.

Looking at the reviews, I'm leaning towards the IPS and GTX 1060. What cooler should I get for the 1060? I want something that's black/red or with red LEDs, and with a backplate. Also, in most games, how much would the FX-8320 bottleneck the 1060 by?

Go look at 1080 IPS freesync monitors ;), there are a lot of budget freesync monitors with IPS :D

Not too much of a bottleneck. Get an MSI 1060 (black and red) or an ASUS STRIX one with RGB
