How about a used dell latitude e6420 or thinkpad t420?

 

Then put a ssd and something like fedora on debian on it.

HP has a 14in series of notebooks.  I'd start looking there.

I'd go a step further than the above poster and suggest that you could get yourself into a Latitude E6440 with 1080p IPS if you're really savvy on eBay.  I know I did a few months ago for $299.

Well I got an HP 15-BA079DX, it's got an A10 9600P, 6GB of ram and a 1TB HDD.

 

It's a 1366x768 panel but it has a touchscreen.

I've had it for almost a week and so far it has been very good. Only $350.

Lenovo Yoga 11e or S1.

 

11e will be $300 or less (you can upgrade to 8GB ram).

S1 will be $400+ (get one with 8gb ram).

Go with a used business class laptop. Don't shy away from one with a hdd because you can upgrade it with an ssd as long as you can afford the upgrade.
