Building a HTPC/NAS

I have been interested in creating a small form factor computer to be used as a NAS server and to display movies and other media to my TV. 

 

The amount of data being transferred to the server would be low and it would be primarily used for displaying movies and videos.

 

Is this possible and if so what are the minimum components that I would need for this computer?

 

Requirements:

 

Store pictures, movies, and other data.

Display movies, videos, and other media to a TV at 1080p.

It must be in mini ITX form factor.

On a strict budget.

Not used parts, can be from old architectures.

Couldn't find a itx psu on part picker so add about $35 to the price. Its a little over, but you can bring that down by switching out the cpu and mobo. http://pcpartpicker.com/list/DvX6BP

Then if it's all brand new, I would look into embedded solution, something with a J1900, if not, then something based on a A6-5400k.

 

I can't seem to be able to get on Newegg, so I can't link to embedded solutions (it's not on PCpartpicker).

A simple solution would be a QNAP TS-251 (the plus model is slightly faster and comes with a remote).  It can provide your storage and playback needs.
