You can tear that little piece of metal off if you want it won't break anything by being there but it does block that usb port

Those are meant to press on the metal part of the connectors and create a connection between the connectors and the case (shield). It's for EMI protection and for grounding as a second reason.

 

As long as that doesn't touch the internal contacts of the usb 3 connector there, you could leave it like that. It won't affect your computer in any way.

, it looks like that connector was bent , bend it back INSIDE the case if you can be bothered to , id put a little bit of paper inbetween the usb and the metal just in case

I would do it, but mostly because it would constantly be in my mind annoying/nagging me as I know that it's not done properly. Bend back that clip and at the same time push harder on that whole shield, it looks like it doesn't really sit right - when it's properly positioned it should almost feel like it "clicks" in that location.

It did click or do you mean when I lean the motherboard against it? Can I keep the CPU cooler on the board or will that lead to instability when I take it out?
