Maybe they will introduce something like i7 7780 or 7785. Something like that. Defo after Kaby Lake but who knows?

would it be safe to assume the first half of 2017?

I doubt they will have new X99 CPU's out by the first quarter of next year. And if they do they probably wont perform much better than Broadwell-E

Skylake-X (LGA 2066) will replace x99 in the 2nd half of 2017.

It's going to be a big change as it's rumored that Kaby Lake-X and Skylake-X will share the same platform (Basin Falls) and chipset (Kaby Lake-X PCH).  If true, you'll be able to swap a high speed four core CPU or a high count 10 core CPU as needed on the same board.  Pretty cool stuff especially for those who benchmark a lot.

Lga 2066 seems like a replacement for the mainstream boards, they are only predicting 24 pcie lanes, and isn't confirmed yet, lga 3647 and skylake-e is most likely going to be for the enthusiast/server market.

 •E5-2670 @2.7GHz • Intel DX79SI • EVGA 970 SSC• GSkill Sniper 8Gb ddr3 • Corsair Spec 02 • Corsair RM750 • HyperX 120Gb SSD • Hitachi 2Tb HDD •
