Just bought a NEW PC!!!

No you need a K series CPU to overclock.

 

Also surprisingly that PC isn't overpriced, good job.

I just bought a new PC from Best buy (http://www.bestbuy.com/site/ibuypower-desktop-intel-core-i7-8gb-memory-nvidia-geforce-gtx-1070-120gb-solid-state-drive-1tb-hard-drive-black-white/5464600.p?skuId=5464600), it comes with i7-6700 and a h170 board can i just change the motherboard to a Z170 and overclock or is it not possible?

(Of corse i am also going to buy a new cpu cooler as well)

You need a K CPU to overclock, buying a Z170 will not help. It would probably be better if you built this your self to save money.

6700 is a locked cpu so you wont have the multiplier. technically, if you found a right mobo and flashed an unofficial bios from before intel pulled bclk oc on non k chips, you could oc with bclk. there is a chance it might not work, and that it will brick your board, so its not really worth the effort.
