I'm confused atm

So basically I got a new pc

 

Gtx 1070

i5-6400 

8gb ram

1tb hard drive

 

And Basically every game I play is ultra maxed out and 60 fps, but I've notice that on a game - dying light- when I play it I can drop down to 30 fps, Which I thought was fine, so i turn down some settings, I then search it online and i've seen people max out render distances (Which heavily impact performance) and still attain 80 fps and I have no idea how, perhaps i'm in a different part of the game that runs smoother?

Turn VSync off. It limits your framerate (to limit screen-tearing).

Choose whatever you need. Any more, you're wasting your money. Any less, and you don't get the features you need.

 

Only you know what you need to do with your computer, so nobody's really qualified to answer this question except for you.

It is off. And The 6400 doesn't bottleneck it as bad you think it would.

Because CPUs can be upgraded quite easily in the future. Small bottlenecks caused by the CPU can easily be fixed :P
