Low GPU usage F1 2013

Re-installing windows fixed everything.

So since yesterday I've been getting about half the framerate (around 55fps) in F1 2013 of what I got before (110fps) on my 670. Afterburner is showing GPU usage of around 35-55%. I've installed the latest beta drivers and re-installed F1 2013 but i doesn't help. 

Any suggestions?

I'm running fine but i'm running  7970

I'm not getting any problems. I'm fairly certain the game recently got patched so that could be it

 

Edit: Did you turn V-Sync on?

I had V-sync on before but not anymore as my framerate is fluctuating around 60. I don't think the patch caused the issues because I didn't have this problem when I already had the patch.
