lapping just means they tried to smooth out the IHS, it could cool better, If they messed it up during the process it might not boot at all, but if it boots, its perfectly normal and shouldn't haven't any issues as lapping wouldn't affect anything else.

I am using a gigabyte GA-78LMT-USB 3.0 REV 6.0

With AMD FX 6350 8GB RAM Radeon 7870 6m (only one monitor) and a 500w power supply

Why would it not boot? Isn't the processor under that cover that they are sanding? Why would it not boot? What causes it to not boot? Sorry but I like to ask questions

I don't think you understood me. I meant the only danger or risk of buying a lapped CPU, is if it was damaged in the process, in which case it probably just would not boot. So I said if it boots, then it was never damaged and the lapping will have no negative affects at all.

carelessness, like on an AMD CPU, you could accidentally bend/break pins.
