Some monitors have their ports set to DisplayPort 1.1 mode by default for compatibility reasons, which is limited to 4K 30 Hz. Try looking around in the monitor's menu for an option to change the DisplayPort version to 1.2.

What the bandwidth rated at on your cable?

There can be quite the gav on the bandwidth on dp cables.  4k 60 requires rugby 12 G its per second. Some 1.2 cables simple doesn't live up to that even though they should to live up to the 1.2 standard.
