Better to stream at 720p30fps or 1080p30fps scaled down to 720p?

If it's youtube and your hardware can handle it, 1080p would be better. It helps deal with compression artifacts in the video.

Upload speed hovers between 5.5-6Mb

The last thing you can try is different forms of encoding formats, if that doesn't work then it's probably just the software you're using.

I hear often that the AMD version of "shadowplay" is just horrible.

 

Maybe download OBS and try using that instead if you can't get the AMD thing to work.

Ohhh I am using OBS, I am using the AMD VCE encoding thing that OBS just added "officially".

Yeah if I record with "Software x264" instead of "Hardware (AMD)" It looks fine, though the difference ( other than the obvious there is a problem with the potato quality ), when I use the hardware option it doesn't stutter, my i3 doesn't stutter bad and most people probably wouldn't notice it but I do.

Coming from personal experience, you need a high(er) bitrate to record or stream at 720p60 using GPU encoding. 3500Kbps does not cut it.

 

I know you can't go any higher, but at least you improved something.
