So I played elden ring on release, my system then was a 5700x and a 3060ti, had zero issues. I just booted it back up to try and play the new DLC on my new system, and I'm getting flashing/strobing white lights in the sky box only, regardless of what in game time of day it is, what region I'm in(under and over world), but it does go away if I'm in a cave, building, etc. I've tried verifying game files multiple times, uninstalling/reinstalling game on a different drive, DDU/reinstalling drivers, rolled back drivers, ensured I have current version of Directx, tried different graphical settings, both in adrenaline and in game. The only setting I've found that reduces the amount of flashing lights is lowering volumetric quality, but being unable to turn it off completely, it's a negligible fix. Any suggestions on a fix, or what this even is? Attaching a clip for reference. Temps don't go above 70.

Current system is:

 

7800x3d

RX 6950xt (xfx)

B650 e-f mobo; BIOS version 2413

850w thor psu

360 Kraken Elite aio

It looks like a software/driver compatibility issue to me. I'm going through the same area with a 4080+HDR and mods and it's looking fine. It could be the AMD driver acting up and having trouble with the game. Have you tried a different driver version? When I had a 7900XTX at launch on my PC I encountered similar issues in some games and the answer always was to switch driver versions which was a pain in the a** but it did fix the issues with that one specific game.

Yeah, I tried rolling back also, though I could only find one previous version to try, from January, but no dice, didn't fix the issue. Not sure what this is. Recently played Death Stranding, Destiny 2, Diablo 4, Dead cells, V Rising, zero issues, stable FPS, max graphics. If it is a driver, hoping AMD releases a new version soon.

I don't think it's an issue with the DLC. It was doing the same thing in the base game the day before they released the day 1 patch, and the DLC released; I was jumping back in to make sure I remembered how to play, and that my build still worked. I was hoping that entering the new area from the DLC would be different, but it wasn't.
