Yeah, hot glue is hot enough to warp the plastic and if you try to pull the blob off its most likely going to rip the data layer off.

a lot of cleaners will loosen hot glue like it was never there, so as long as the plastic of the cd itself wasnt compromised this is an easy fix.

 

for lack of anything more suitable, deodorant will take care of it for you.

The glue landed on the bottom of the CD, which is the thickest plastic. (The data on CDs is held on the extremely thin foil layer on top. DVDs bury that data layer under plastic, but it's almost unprotected on CDs.)

 

Isopropyl alcohol will break a hot glue bond. Soak a cotton ball or wadded-up tissue with the stuff, then kind of massage it on around the edges of the glue. It should start to loosen up. (Don't soak the whole CD.)
