Windows icons big and programs small

You have your DPI setting way up.

Some software aren't high-DPI aware, so there either be blurry scaled up (like Steam) or not scale up.

If you want your programs to be high-DPI aware, poke the software developer that high resolution display is a thing now... Valve is an example of a company that denies the existence of 4K display (or they just don't care 1 bit, because they are 0 competition, and people don't complain).

Hi all so after building my new system I installed a fresh copy of windows 10.  I'm not using a monitor as everything is ran off my 40" 4k Samsung tv

 

I'm running the graphics form NVidia gtx 1070 card but my desktop icons are larger than normal and when opening some programs the open small and cant be enlarged.  please refer to attached photo of a screenshot illustrating my issue.  I don't know what is best to scale down the icons but enlarge program boxes?

 

Some programs open with pixelated text like on steam.  And when running a hd video on youtube the footage lags for half a second at certain points. (system is overclocked but running stable and stress tested for 2 days now)

 

So my issue is fine tuning the OS but don't know how best to resolve these issues.

Right click on the desktop and click on view and click small/medium icons, and then go into Windows and upscale

That should've done it. Did you do this?

(except changing it to a larger number than 100)

also Samsung's magicain software is unresizable.
