You buy a key (from various place cheapest is something like kinguin or G2A but make sure you buy insurance if you shop from them) and get the ISO from microsofts site or you go to a store and buy a physical copy (I think they sell USB ones) and it comes with both a key and the data needed.

Once done you boot from the usb that has the iso on it, install windows and enter the key to activate it.

You can find a cheap OS online, you can just buy an activation key and download windows from their official website. After that download USB download tool and use it to create a bootable usb stick. Boot your system from the USB. And just follow the procedure clicking next. Easy as that.

Do I have to use that USB for everytime I turn it on or does it like permanently install?

would definitely recommend kinguin or the reddit microsoftsoftwareswap for an affordable windows license option
