CPU PROBLEM? help me configure my PC please

So I BOUGHT THE RX460 LAST FRIDAY I have been having FPS problems with my games, surely they improved compared to my old system.

 

Before i was playing on an APU only i was getting 24- 30 fps on GTA V 
SO when i took a look at some videos from youtube,

i decided that the rx 460 was the perfect card for me since i am on a tight budget and i have a shit tier psu 

I USED THE SAME SETTINGS AS THIS GUY:

BUT I AM NOT GETTING THE SAME FRAMERATES,

i was thinking about a 10% difference between framerates from his and mine since were not on the same processor

and boy his settings at 1080p never goes below 44

but mine goes as low as 30 fps. thats like 45%-40%  (when there are lots of objects). plus my PC is at a lower resolution

 

i PLAY @ 1360x768 

what could be wrong? i did install my drivers from the website and i am sure they are the latest
i also removed the r7 graphics from device manager. 


MY SPECS ARE:
CPU : amd a10 7700k 
GPU : xfx rx 460 4 gig
MOBO: A68HM e33 V2 - i also tried updating the bios, nothing happened but a prettier bios
RAM: 1x8 1866 Hyper fury x - should i go for dual sticks? i heard that an apu runs better with two sticks
PSU :(shit tier from deepcool) DE 480 
i also tried playing not so demanding games like league of legends and dota 2 and the framerates drop to 55 fps at during clashes
should i reinstall my windows 10 to remove all drivers?

I NOTICED THAT FRAMERATES DROP when there are lots of objects, and when theres only a little it goes as high as 78-80 fps even at gta 5

What are your GPU and CPU usages during gameplay? Also at what clocks are running your GPU Core and VRAM? To see them install MSI Afterburner and during the installation process you are going to be prompted to install RTSS - install it.

i3 is much better CPU than yours,that's it.

As @kosamchetoo said, check your CPU and GPU use with MSI Afterburner or any program of this kind, also check your temps

Intel Core i7 4790 3.6GHz (With cores disabled using the BIOS, so it's as close as possible to an i3, 2 cores and 4 threads being used here, that's what I meant with "Simulated"),

 

 

Note: that the very strong i7 even with cores disabled in bios, is not an i3 ' It's way FASTER than an i3 that's why theres a big performance difference ...

The i3 may be a dual core but it is also hyper threaded. as well as this the i3 in the video is "simulated" which means he is using an i5 or an i7 and just disabling cores these are more powerful cores to that of the i3 and thus are going to give a better frame rate. I will say that i have used APUs before and their single and multi core performance is lacking as they are more focused on the intergrated graphics than cpu performance itself as they are designed for work based use and not gaming.

SO I SHOULD UPGRADE MY CPU to an athlon x4 860k ?would this increase my performance? 
or should i look into getting a low end intel + mobo combo?

SO I AM GETTING THE highes FRAMERATES possible WITH THIS LOW END CPU?

THE GPU SEEMS TO BE RUNNING FINE.
I THINK ITS THE CPU . IT IS VERY WEAK

I have an old Athlon 860K myself - it's not even enough for a GTX 745 which a friend gave me. Go for an i3 - it's much better.

Yes, but if you can go 6th gen it's around 10% faster and should be almost the same price. If you want to use your current RAM then 6th gen is not an option as it requires DDR4 RAM.

Hmm have you tried to disable turbo and set the frequency to the turbo one?
