4790k and 1070 bottlenecking? just to be sure

not home until 1st october then i will change my waterloop a bit so the temps are even under 50*C under load and after that  but from what i read and comments from other users the jump from 4.8-5 is quite harsh, meaning that 0.25V is too little to do the job. They claim they had to use more than +0.8V to get it from 4.8 to 5 :-/

My i5 4690k can run at 0.947v at 3.9Ghz and 2Ghz at 0.7something V

Is that god or not?

It's more than fine. You can still find games that bottleneck on the CPU, but that's usually because of the game and not because there's something wrong with your hardware choices.
