Do HDD's significantly reduce performance speed?

If I used an HDD backup storage device, will accessing files from it be noticeably slower than normal performance speed when using the SSD? If you are trying to have a PC for show and to create strong impressions on people, is it better to just avoid using an HDD altogether? Can using an HDD ever slow performance when files on the HDD are not being directly accessed?

When moving files between an SSD and HDD the speed will be limited by the HDD.

If you're only using the HDD as a backup for your SSD, no. If your HDD is your storage drive, yes.

Yes and no. If you're selling the PC's I would add an SSD for boot and set all user folders to use the HDD for storage for ease of use.
