Well...... you can :P

"For the general public, the free upgrade offer for Windows 10 ends on July 29. However, if you use assistive technologies, you can still get the free upgrade offer even after the general public deadline expires as Microsoft continues our efforts to improve the Windows 10 experience for people who use these technologies."

Sure, unfortunately, as Altecide before me mentioned, the free upgrade from an eligible device/version of Windows offer ended on July 29, 2016, however it is still possible to get the free upgrade if you use assistive technologies (https://www.microsoft.com/en-us/accessibility/windows10upgrade).

If you don't use assistive technologies and you really don't want to pay for it, you can always download the official Windows 10 ISO, install use that, but Windows results as not-activated. You can still find a way to activate it for free but I can't (nor I want) to explain you as it is not legal.

You can try this, it worked for me last week for a clean install, not an in place upgrade.  No assistive technologies download or anything, I just used the product key from the sticker on the laptop.

Download the Windows 10 Media Creation Tool here:

http://go.microsoft.com/fwlink/?LinkId=691209

Create an install USB drive.

When prompted for a product key, type in a your Windows 7 or higher product key.

You probably already install Windows 10, and you are doing a clean install, OR you previously reserved your license of Windows 10 free upgrade (from the Get Windows 10 app) but decided to not upgrade to Windows 10

In this particular case, the laptop belonged to one of our technicians who was told to bring his laptop in for the upgrade months ago and didn't.

As the machine was in a real mess we opted for a clean install and thought we might as well try the Windows 10 USB stick first just to see.  We discovered that clean installs would accept the Windows 7 key without an in place upgrade first during the free upgrade year.

So the laptop hadn't had Windows 10 installed previously, but perhaps Microsoft reserved a copy automatically for it. Their Windows 10 upgrade mechanisms became rather aggressive in the final few months.
